An equal blend of black and white thread, the gray uniform worn by the New York State Police stands for the impartiality of justice. But this attire belies disparities within the agency, which for generations has failed to fill its ranks with troopers who reflect New York’s diverse population. The agency remains overwhelmingly white — an imbalance some troopers say is rooted in a legacy of racism. Of more than 4,700 troopers, only 4% are Black and 6% are Hispanic — paltry proportions compared to the 16% and 19% of the state population those groups constitute. A half-dozen minority troopers told The Associated Press discrimination has flourished within the ranks, despite the agency having been ordered to diversify by a judge in the 1970s.

Both NYC and state are reporting their lowest positivity rates since that metric started to be reported in the early days of the pandemic. Nearly 57% of New York adults are fully vaccinated to date, while more than 54% of those in the city can say the same; vaccination rates have plateaued though in the last month and a half. Officials locally and nationally are introducing new incentive programs to encourage vaccination; NY’s first college scholarship raffle draw for kids age 12 to 17 who got dosed is scheduled for Wednesday. Bars and restaurants no longer have to close at midnight across New York state, as its coronavirus curfew for indoor dining ended Monday. Gov. Andrew Cuomo announced last month that the restriction would be lifted. With that, establishments can return to the closing times that their liquor licenses or other regulations allow. A similar pandemic curfew for outdoor dining ended May 17, although some local governments have their own closing-time rules for outdoor tables. Restaurateurs have been looking forward to the later hours as they try to recover from the shutdowns and other limitations on their business during the virus crisis.
