On Sunday, the Knesset’s Foreign Affairs and Defense Committee granted its approval to a bill introduced by Likud MK Avichay Buaron. The legislation mandates that financial payments from the Palestinian Authority to terrorists or their families will serve as legal evidence of support for terrorism and will be offset from the tax funds Israel transfers to the PA.
According to the bill, any financial support given in honor of terrorists or to their relatives will be officially recognized as a form of “endorsement” of terror attacks. As a result, the Palestinian Authority will be held financially responsible for compensating Israel for the destruction and loss caused by such violence.
The law outlines a formula for deductions: each month, Israel will withhold from the PA an amount equal to one-twelfth of the annual compensation it pays to terror victims, whether through National Insurance benefits or damages to property.
MK Buaron praised the committee’s decision, remarking, “Today, we are making history. For decades, Israeli citizens have paid dearly from their own pockets for the damages of terror, while the Palestinian Authority encourages and funds terrorism. This law is intended to put an end to that—those who encourage terror will pay the price, both legally and financially.”
Committee chairman MK Yuli Edelstein also voiced strong support during the debate, saying, “The very idea of a political entity paying according to a ‘terror price list’ turns it into a terror entity. If the Palestinian Authority is padding the pockets of terrorists, we will ensure that its own pockets are emptied. This is another important step in our fight against Palestinian terror.”
The Lavi organization, which was involved in shaping the legislation, offered its backing as well: “The Palestinian Authority incentivizes harm to Jews, and it’s time for the State of Israel to demand compensation for the severe damages to life and property. This is a necessary and important step toward justice and political accountability.”
