U.S. energy consumption plummeted to its lowest level in more than 30 years this spring as the nation’s economy largely shut down because of the coronavirus, federal officials reported Wednesday. The drop was driven by less demand for coal that is burned for electricity and oil that’s refined into gasoline and jet fuel, the U.S. Energy Information Administration said. The declines were in line with lower energy usage around the globe as the pandemic seized up economies. Those trends are turning around as commercial activity resumes but the impact has already been profound — including energy companies filing for bankruptcy protection and a forecasted dip in annual U.S. and global greenhouse gas emissions. Federal Reserve Chair Jerome Powell warned Wednesday that the viral epidemic is endangering the modest economic recovery that followed a collapse in hiring and spending this spring. As a result, he said, the Fed plans to keep interest rates pinned near zero well into the future. That faltering economy, pressured by a resurgence of the virus, has heightened the need for Congress to continue providing significant financial aid, Powell said. Members of the House and Senate are negotiating a new package but are nowhere near agreement. Senate Republicans and the White House are proposing a plan that would provide less help for unemployed Americans than they are now receiving.

The summer’s third and final mission to Mars — featuring NASA’s most elaborate life-hunting rover — is on the verge of liftoff. The rover Perseverance will follow China’s rover-orbiter combo and a United Arab Emirates orbiter, both launched last week. It will take the spacecraft seven months to reach Mars after traveling 300 million miles. Once on the surface, Perseverance will scrounge for evidence of past microscopic life in an ancient lakebed, and gather the most promising rock samples for future pickup. NASA is teaming up with the European Space Agency to return the samples to Earth around 2031. This unprecedented effort will involve multiple launches and spacecraft — and cost more than $8 billion. “We don’t know if life existed there or not.

President Trump on Thursday raised the possibility of delaying the November general election over claims that mail-in-voting will invite voter fraud, despite the fact that he lacks the authority to push back the date of the November 3 contest. Citing the expansion of mail-in-voting, Mr. Trump claimed the upcoming election “will be the most inaccurate & fraudulent election in history” and a “great embarrassment to” the United States. The dates of presidential elections — the Tuesday after the first Monday in November in every fourth year — are enshrined in federal law and would require an act of Congress to change. The Constitution makes no provisions for a delay to the Jan. 20, 2021 presidential inauguration.

A magnitude 4.2 earthquake shook the Los Angeles region before dawn Thursday but no significant damage was reported. The 4:29 a.m. jolt was centered in the northern San Fernando Valley and occurred at a depth of 5.5 miles (8.9 kilometers), the U.S. Geological Survey said. A magnitude 3.3 aftershock followed. The Los Angeles Fire Department found no damage or injuries in a survey by ground and air units, a standard procedure after earthquakes in the nation’s second-largest city. The quake was mostly felt in the Los Angeles metropolitan area, according to the USGS citizen reporting system, but a few reports came from more distant locations.

Former GOP presidential candidate Herman Cain has died after battling the coronavirus. He was 74. A post on Cain’s Twitter account on Thursday announced the death. Cain had been ill with the virus for several weeks. It’s not clear when or where he was infected, but he was hospitalized less than two weeks after attending President Donald Trump’s campaign rally in Tulsa, Oklahoma, in June. The former pizza company executive has been an outspoken backer of the president and was named by the campaign as a co-chair of Black Voices for Trump. “We knew when he was first hospitalized with COVID-19 that this was going to be a rough fight,” read an article posted on the Twitter account. “He had trouble breathing and was taken to the hospital by ambulance.

Justice Ruth Bader Ginsburg has undergone a nonsurgical medical procedure in New York City and expects to be released from a hospital there by the end of the week, the Supreme Court said Wednesday night. The court said in a statement that the 87-year-old Ginsburg underwent a minimally invasive procedure to “revise a bile duct stent” at Memorial Sloan Kettering Cancer Center. The stent had originally been placed last August, when Ginsburg was treated for a cancerous tumor on her pancreas.
